A son of Stephen Jacob, he was born on 14th May at Sundy, India. On his return to England he attended Bedford Grammar School. He was admitted sizar at St John's College, Cambridge on 2nd August 1894, matriculated Michaelmas 1894, BA 1897. He was a rugby 'blue' in 1894, 1895 and 1896 and played for England in 1898. He joined the Indian Civil Service in 1898 and was Assistant Accountant General in 1901; Assistant Comptroller General from November 1903 - June 1904; Assistant Accountant General and Examiner, Local Funds Accountant, Madras 1910.
